Portuguese law introduced in the Finanças Act of 2002 states that the registered assets of property in Portugal must comply with the following legislation: 

If a property is owned by an individual who does not hold a Portuguese identity card or a residence permit, the individual must appoint a Fiscal Representative in Portugal.
